NJUST iSchool Holds the Academic Salon on High-Quality Development of Open Economies of Jiangsu Province



The Academic Salon on High-Quality Development of Open economies of Jiangsu Province was held on April 13, 2019, in the sixth hall of NJUST Conference Center. The salon was sponsored by Jiangsu Association for Foreign Economics, and was hosted by NJUST iSchool. The salon was attended by 21 scholars from Jiangsu Federation of Philosophical and Social Sciences and a group of postgraduate students from 12 universities in Jiangsu.

 

In January 2019, The government of Jiangsu Province announced the Guidelines of Policies Leveraging the High-Quality Development of Open economies, which seeks to fuel the open economies of Jiangsu province with optimized and improved structure, quality and effectiveness, and to expedite a new picture of comprehensive openness of Jiangsu under the framework of One Belt One Road.

 

Under the mission of boosting the high-quality development of Jiangsu’s open economies, this salon was launched by Jiangsu Association for Foreign Economics to secure the solutions for local economic development in alignment with the government policies.

The Secretary of Jiangsu Association for Foreign Economics and the Dean of the Business School of Jinling Institute of Technology, Professor Xiaoyan Gu presided over the salon. The President of Jiangsu Association for Foreign Economics and the vice Dean of the Business School of Nanjing University, Professor Jinping Yu made an opening address regarding the background of the salon and introduced all the scholars. The vice President of NJUST Association for Science and Technology, Professor Jiacong Shen gave welcome remarks to the salon and commented that the salon is a quick and effective response to the needs of the development of Jiangsu’s open economies. The presiding Header and the vice Dean of NJUST iSchool, Professor Xiaomei Han remarked that, the high quality of economic reform and openness ranks the second in the Six High-Qualities of Jiangsu Province, underlining the critical role that the high-quality development of Jiangsu’s open economies plays in the whole economy of Jiangsu province. She also extended her best wishes of success to the salon.

 

The first section of the salon was keynote addresses, followed by a seminar section. Five prestigious speakers presented their research in the keynote section.

 

In the first keynote speech, Fueling the High-Quality Development of Jiangsu Province, the Chief Investigator of the Program for Open economies of the Yangtze Industrial Economic Institute of Nanjing University, Professor Erzhen Zhang stressed the balanced and sufficient development of Jiangsu’s open economies. Facilitating the regional balanced growths of the south, the center and the north of Jiangsu, establishing a novel and refined openness system, and speeding up the autonomous manufacturing industries, are the primary goals and directions of the high-quality development of Jiangsu’s open economies. To achieve these, the raw factors of production have to be updated to the high level factors such as technology, knowledge and human capitals.

 

The Distinguished Professor Bin Qiu from the Southeast University made his keynote speech, GVC Participation, Production Fragmentation Decomposition and Value Chain Extension of China’s Service Sector. He demonstrated the recent research of his team regarding the participation of China’s service industries in global value chains by the approaches of big data analytics of service firms at the micro level. On the basis of the decomposition of global value chains and precise measurements of the extent that China’s service industries participate in global value chains, their research gives a detailed picture of the openness of China’s service sector.

 

Next keynote speech is Promoting the High-Quality Development of the City Group in Jiangsu as the Linking Nodes in One Belt One Road, given by the Dean of the Business School of Huaihai Institute of Technology, Professor Changyong Xuan. He shed lights on the issues, such as the absence of extensive cooperation in production capacity, the recklessness and crowd behavior in investments, the lack of holistic coordination, and so on, in building the important cites of Jiangsu, e.g., Lianyungang, Xuzhou, Nantong, and Nanjing etc., in the junction of One Belt One Road. He then identified the niches for these cities in participating in One Belt One Road Initiatives and proposed some critical undertakings for these cities to develop their economies in respective leading industries and to build comprehensive industrial chains with scale effects in a synergistic and reciprocal way.

 

Professor Hongbing You, from NJUST iSchool, shared his insights regarding the future directions of high-quality development of Jiangsu’s open economies on five accounts: constructing an effective index system for assessing the development of high-quality open economies to align the quality criteria with the world-leading countries; emphasizing stability with reducing environmental costs as the primary principle for regulating the speed of development of open economies; coordinating the developments of the south, the center and the north of Jiangsu, while extending the openness to the west and the east; broadening the imports and foreign investments; and facilitating the development of high-quality enterprises with innovative capacities.

 

 

Professor Wen Tian from the Business School of Nanjing Normal University presented the keynote speech titled Institutions Building: The Key Driver for High-Quality Development of Jiangsu’s Open economies. He insisted that the development of open economies should follow the theories of comparative advantage, and institutions are the soils growing comparative advantages. The major objectives of institutions building in Jiangsu not only include the improvement of property institutions, market structures and contract-enhanced legal systems, but also includes the establishment of cultural and moral constraint systems, which is meaningful in shaping the unique business culture and enterprise spirits of Jiangsu.

 

Professor Jinping Yu made concluding remarks on the keynote speeches. He commented that, effective institutions and regulating systems are the essential guarantees for the high-quality development of open economies, and Jiangsu has to promote her role in participating global value chains.

 

During the later seminar, the scholars, such as Professor Haiming Yao (Nanjing Normal University), Professor Jingdong Yin (vice Dean of the School of Economics, Nanjing University of Finance and Economics), Yingming Zhu (Chief Professor of the Program for Regional Economics, NJUST iSchool), Caixia Chen (Dean of the Branch of Academic Associations, Jiangsu Federation of Philosophical and Social Sciences), Professor Songfu Lu (School of Management and Economics, Huaiyin Institute of Technology), Professor Ying Wang (vice Dean of the School of Management and Economics, Nanjing University of Aeronautics and Astronautics) , and so on, made lively discussions about the high-quality development of Jiangsu’s open economies.

 

After the seminar, Professor Zhishun Xu, the vice President of Jiangsu Federation of Philosophical and Social Sciences, made insightful remarks on the salon. He said, the future high-quality development of Jiangsu’s open economies greatly depends on the endogenous forces such as institutional systems and autonomous industrial systems, while playing a critical role of economic hub in electronic commerce, transportations and logistics, and port economies.

 

 

Finally, the Honorary President of Jiangsu Association for Foreign Economics, Professor Houjun Liu from the Business School of Nanjing University highly remarked the salon as an important event at the right time for resolving the crucial issues such as breaking through the bottlenecks and establishing the comparative advantages during the future high-quality development of Jiangsu’s open economies.
